Open Engine.ini and add the following lines:
[SystemSettings]
r.SceneColorFringe.Max=0

I'm also being told the same can be done with this line (same place):
r.SceneColorFringeQuality=0

You can also use both of them, one below the other. Not sure it is needed, but it did not seem to break anything :)

eg.
[SystemSettings]
r.SceneColorFringe.Max=0
r.SceneColorFringeQuality=0
