The debate over whether or not to impeach Donald Trump is roiling Washington as 38 House Democrats have called for Congress to start impeachment proceedings. Rep. Al Green, who introduced articles of impeachment against Trump back in 2017 tells MSNBC Chief Legal Correspondent, Ari Melber, that if Congress doesn’t do its job, “the balance of power in this country will be shifted.”
