Some are meant to stay about the surface of the water, others are meant to be used at the bottom. We are fishing for striped bass here in Maryland using topwater plugs. The “Spook” is a popular saltwater and freshwater fishing lure and it works wonders! We use a method called “Walk the Dog” to animate and give the lure action.
